MINUTES OF A REGULAR MEETING OF THE MAYOR AND COUNCIL OF
THE BOROUGH OF MADISON

JANUARY 8, 2001 - 8:20 p.m.

The Regular Meeting of the Mayor and Council of the Borough of Madison was held on Monday, the 8th day of January 2001, at 8:20 p.m. in the Council Chamber of the Hartley Dodge Memorial. The meeting was called to order by Mayor John J. Dunne. The Pledge of Allegiance was recited by all. The Borough Clerk called the roll and the following acknowledged their presence:

The Borough Clerk read the statement pursuant to the Open Public Meetings Act:

"In compliance with the Open Public Meetings Act, adequate notice of this meeting of the Council was provided by distributing the Annual Meeting Schedule to the Madison Eagle and Morris County Daily Record, posting a copy on the bulletin board at the main entrance of the Hartley Dodge Memorial, and filing a copy in the office of the Clerk, all on January 4, 2001. Copies of said Notice were made available to members of the general public."

APPROVAL OF MINUTES

The minutes listed for approval on the January 8, 2001 Agenda will be held for approval until the February 12, 2001 Agenda to allow for certain corrections/additions to be made.

GREETINGS TO PUBLIC

Mayor Dunne made the following comments:

"I just want to welcome everyone to our first official meeting of January 2001. The announcements are very brief, and I hope we are going to keep it this way for the rest of the year. Patricia Graham, our Deputy Borough Clerk, has been selected as our Employee-of-the-Month for January. During the past several months the Clerk's office has been extremely short-handed. The Committee cited her extra efforts during that time as going above and beyond the call of duty, and on behalf of the Governing Body, I extend thanks and appreciation to Patricia for her dedication and commitment to the Borough.

"With us this evening also we have our "Youth in Government and Mayor for a Day Program" students from Madison High School, and I would like to introduce our young students who are so interested in our government--I see a couple of faces that were here last year. We have Stephen Bunkiewicz, Stefan Bozik, Anthony Piccolo, Jenny Weisenbeck, Erica Kiang, Elena Vergas, Laura Londono, Whitney Taylor and Ryan Smith. Welcome."

 

REPORTS OF COMMITTEES

Public Safety
Mary-Anna Holden, Chair of the Committee, reported on the busy Christmas weekend that the Fire Department experienced. They responded to seven incidents starting on Christmas Eve morning and continuing through Christmas evening. Mrs. Holden thanked the firefighters for the time spent away from their families during the Holiday festivities and for their dedication and response to these incidents.

Public Works and Engineering
Peter R. Flemming, Sr., Chair of the Committee, reported on the cost of snow removal for December 8, 14, 20, 30 and 31, and January 1. Without the January 1st figures, the cost was $44,553.40. Adding on the January 1st figures, the cost totals $10,631.38 in overtime, for a grand total of $74,504.84. Of that amount, $61,000 will be from the 2001 budget. The crew did an excellent job.

Mark Renart Peck, Chair of the Committee, no report.

Community Affairs
Eleanor "Peachie" Attonito, Chair of the Committee, no report.

Health and Public Assistance
George Hayman, Chair of the Committee, reported he has met with Mr. Theese, Health Officer, and Mr. Lloyd, Board of Health Attorney, and other members of the Board of Health and Health Department. This is an ongoing process, and Mr. Hayman will continue to familiarize himself with their operations.

COMMUNICATIONS AND PETITIONS

None.

INVITATION FOR DISCUSSION

Mayor Dunne opened the meeting to the public for their opportunity to ask questions and make comments. Mayor Dunne asked that upon recognition by the Chair, the person shall proceed to the lectern and give his/her name and address in an audible tone of voice, and print the same on the sheet provided for the record. He/she shall limit his/her statement to five (5) minutes or less.

Joshua Roth, Glenwild Road, thanked Madison employees for their response during the recent snowstorm. Mr. Roth was advised that the ordinance regarding teen drinking is currently being studied by the Police Chief and Borough Attorney. Mr. Roth is concerned that the committee which Mayor Dunne formed to address the development of the former Exxon/Mobil property is a committee of experts and that each committee member might focus on a particular facet of the tract's development, such as traffic flow. However, he felt there are larger policy questions to be addressed, such as growth. Mr. Roth asked that Mayor Dunne expand the committee to include a number of Madison residents as larger issues are better looked at by Madison's citizenry.

Since no other members of the public wished to be heard, the Mayor closed the invitation for discussion.

 

RESOLUTIONS

On motion by Council President Holden, seconded by Council Member Kerkeslager and carried, the following Resolutions were adopted:

#24-2001 RESOLUTION OF THE MADISON BOROUGH COUNCIL AUTHORIZING APPOINTMENT OF SARAH MINICK AS SCHOOL CROSSING GUARD

#25-2001 RESOLUTION OF THE MADISON BOROUGH COUNCIL SETTING ALARM FEES FOR 2001

On motion by Council Member Kerkeslager, seconded by Council Member Peck and carried, the following Resolution was adopted:

#26-2001 RESOLUTION OF THE MADISON BOROUGH COUNCIL AUTHORIZING APPOINTMENT OF STACEY C. SNYDER TO THE POSITION OF OFFICE ASSISTANT IN THE BOROUGH CLERK'S OFFICE

On motion by Council Member Kerkeslager, seconded by Council Member Peck and carried, the following vouchers of the Borough of Madison were approved for payment, and the supporting documentation of said vouchers was made part of the Supplemental Minute Book:

NEW BUSINESS

Council Member Hayman had an announcement that should have been given in his earlier report. He encouraged everyone to participate in the Madison Earth Walk 2001 program sponsored by the Madison Fitness Coalition and the Rose City Steppers, which is going to kick-off this coming Saturday, January 13, at 8:30 a.m. Participants will gather at the YMCA.

Mary-Anna Holden announced a program for any senior citizens interested in learning how to deal with aggressive drivers. The program will be run by Sgt. Sabanosh on Tuesday, January 16, 2001, at 10 Maple Avenue from 1:00 p.m. to 2:30 p.m. Please call Joan Holmes at the Senior Center to make sure there is space.

Since there was no further business to come before the Council, the meeting was adjourned at 8:35 p.m.
