J. Dunne, Mayor
John
"Jack" J. Dunne, a Republican, was a Council Member from
January 1, 1994 through December 31, 1999 and was elected Mayor for a
four-year term beginning January 1, 2000 through December 31, 2003.
Duties of the
Mayor:
A. The Mayor presides over
the deliberations of the Council, prepares the agenda therefor and
conducts the meetings thereof. He participates in the determination of
borough affairs to the extent permitted by statute. (See: N.J.S.A.
40:87-31 et seq. and N.J.S.A. 40:88-1. )
B. The Mayor on all occasions preserves the strictest order and decorum,
and he shall cause the removal of all persons who interrupt the orderly
proceedings of the Council.
C. When two or more Council members rise at the same time, the Mayor
names the one entitled to the floor.
D. The Mayor decides all questions of order without debate, subject to
an appeal to the Counsel, and he may call upon the Counsel for the
opinion of the Counsel upon any question of order.
E. The Mayor shall be an ex-officio member of all committees and shall
be informed in advance of all meetings of such committees.
F. The Mayor shall serve as the liaison between the governing body and
all boards, committees, agencies or organizations except as herein
assigned to a specific Council member for liaison purposes, and except
that he shall serve as the liaison between the governing body and the
Trustees of the Hartley Dodge Memorial.
G. In the absence of the Mayor, or if he is unable to perform his
duties, the Council President (or, in his or her inability to act, the
Council Member having the longest continuous term as such) shall act as
Mayor, as provided by statute. (See: N.J.S.A. 40:88-3.)
H. The Mayor shall submit to the Council the names of all persons to be
proposed for appointment to any board, body, agency or committee and
requiring the Council's confirmation at least 15 days prior to the date
of the second regular public meeting of the Council after the office
becomes vacant. If the Mayor fails to submit such nominee within said
time period, or the Council fails to confirm any nomination made by the
Mayor, the Council shall make the appointment.

Mary-Anna
Holden, Council President
As
Public Safety Standing Committee Chair, Mrs.
Holdens responsibilities include the Police Department, Fire
Department, Municipal Court and Civil Defense.
Mrs. Holden serves as Council Liaison to
the Planning Board, Project Community Pride, public transportation
corporations or agencies and all organizations or agencies concerned
with public safety or juvenile delinquency, the Housing Authority and
the Whippany River Watershed Action Committee.
Mrs. Holden also serves on the Public
Works and Engineering Standing Committee.

Peter R. Flemming, Sr.,
Council Member
As
the Public Works and Engineering Standing Committee Chair,
Mr. Flemmings responsibilities include road and sewer construction,
improvement, maintenance and cleaning; street openings; construction and
maintenance of sidewalks and curbs; maintenance and operation of the
Municipal Garage; maintenance of vehicles and other mechanical equipment
as assigned; and maintenance, cleaning, improvement and construction of
municipal parks and parking lots.
Mr. Flemming serves as Council Liaison to
the Historic Preservation Commission, the Shade Tree Authority, and the
Parks Advisory Committee.
Mr. Flemming serves as Operating Chair of
the Madison/Chatham Joint Meeting and serves on the Health
and Public Assistance Standing Committee.

Ellwood
R. Kerkeslager, Council Member
As
Finance and Borough Clerk Standing Committee Chair, Mr.
Kerkeslager's responsibilities include the Office of the Borough Clerk,
Finance Department, the Tax Assessor, Tax Collector; and Library
appropriations.
Mr. Kerkeslager serves as Council Liaison
to the Museum of Early Trades & Crafts and QUEST (Quieter
Environment Through Sound Thinking) and as a Trustee of the Madison Free
Public Library.
Mr. Kerkeslager serves on the Public
Safety Standing Committee.

Mark Renart Peck,
Council Member
As
the Utilities Standing Committee Chair, Mr. Peck's
responsibilities include the Water Utility and the Electric Utility.
Mr. Peck serves as Council Liaison to the
Electric Utility Study Committee, Water Utility Study Committee and the
Ten Towns Great Swamp Watershed Committee.
Mr. Peck serves as Finance Chair of the Madison-Chatham Joint Meeting,
Chairman of the Property Maintenance Emergency Committee and serves on Finance
and Borough Clerk Standing Committee.

"Peachie" Attonito, Council Member
As Community Affairs Standing
Committee Chair, Ms. Attonitos responsibilities include
recreation activities conducted at borough expense and Council public
relations to the press.
Ms. Attonito serves as the Council
Liaison to The Madison Community House; Patriotic celebrations financed
wholly in or part by public funds; Downtown Development Commission;
Recreation Advisory Committee; Senior Citizens Advisory Committee; and
the Chamber of Commerce.
Ms. Attonito serves on the Utilities
Standing Committee.

Hayman, Council Member
As
Health and Public Assistance Standing Committee Chair,
Mr. Hayman's responsibilities include public health, public assistance
activities and sanitation inspection activities.
Mr. Hayman serves as Council Liaison to
the Board of Health and other organizations or agencies concerned with
public health and/or welfare, the Local Assistance Board, Madison
Alliance Against Substance Abuse, the Property Maintenance Emergency
Committee, the Madison Housing Authority, and QUEST (Quieter Environment
Through Sound Thinking).
Mr. Hayman serves on the Community
Affairs Standing Committee.
