Shall the Borough Council of the Borough of Madison adopt an
ordinance establishing an "Open Space, Recreation and Historic
Preservation Trust Fund," which shall have the following
provisions:
1. The "Open Space, Recreation and Historic Preservation
Trust Fund" shall be funded through the collection of local
property taxes in the amount of two cents ($0.02) per $100 of
assessed property value.
2. Said fund shall be designated for the purposes of acquiring
and maintaining property or easements within the Borough of
Madison and surrounding municipalities for the purpose of open
space and historic preservation, natural resources protection, and
the addition of active and passive recreation lands.
3. Any property or easement purchased by the "Open Space,
Recreation and Historic Preservation Trust Fund" shall not be
sold or conveyed unless and until authorized by binding Public
Referendum.
Interpretive Statement
This non-binding referendum will give the elected officials of the
Borough of
Madison the sentiment of the voters concerning the establishment of
an "Open Space, Recreation and Historic Preservation Trust
Fund." The Fund would complement any other available funding
sources, and be used exclusively for the purchase and maintenance of
property or easements within the Borough and adjacent municipalities
for the following purposes:

Open space preservation;
·
Historic preservation;
·
Natural resources preservation, including water
supplies;
·
Active and passive recreation expansion.
If this question is approved, the Borough can impose an annual levy
of two cents
($0.02) per $100 of assessed real property valuation. A house
assessed at $395,800 (the average assessment of a home in Madison
Borough) will pay seventy-nine dollars ($79) per year.
Any property or easement purchased with the "Open Space,
Recreation and Historic Preservation Trust Fund" shall not be
sold or conveyed unless and until authorized by binding Public
Referendum.
