MINUTES

Madison Environmental Commission  

                                    May 31, 2007

  

1.      Open Public Meetings Act Statement.  The meeting opened at 7:35 pm.

 

2.      Roll Call.  Attending were R. Beaman, E. Cicconi, J. Kennedy, T. Haralampoudis, R. Redmond, B. Uhlman, and G. Van Orden.  Absent: J. Gertler, J. R. Greene.

 

3.      Minutes.  The minutes of the April 26, 2007 meeting was modified base on Ernie’s comments on the wetlands section.

 

4.      Correspondence Received and Discussed:

 

There was a NJDEP air discharge notification, May 3 at Park and North. This may be material being disposed from the welding shop. No action required.

 

The NJDEP issued a TMDL letter dated May 9. Treatment plants will need to reduce their phosphorous concentrations, and municipalities will be required to prohibit phosphorous in fertilizers. No action required.

 

The Madison Borough Annual Water Quality Report was received. No action required.

 

The ANJEC Report for Spring 2007 had an article on light pollution. A copy was sent to the Borough on June 4 for the Borough’s consideration.

 

5.      Old Business

 

Deer Management – Betsy Uhlman and Jim Greene will prepare a summary of the issues and attach the reports we have already completed and send to Ms. Holden.

 

6.      New Business 

 

Planning Board Case No. P07-06, Drew University – The MEC expressed concerns with: height of dormitory; the light and noise impact on local residents as a result of new 60-foot high dormitory; the amount of tree removal; lack of stormwater recharge to the subsurface; and no assessment of the impact to water supply resources and wastewater disposal; and Drew’s unwillingness to provide a conservation easement. These comments were submitted to the Borough on June 4.

 

Exxon Gas Station – Many MEC members had noted the remediation of soil contamination at the gas station located at the corner of Main Street and Greenwood Avenue. Gas vapors were obvious and no perimeter air monitoring was being conducted during soil removal. The soil removal extended to the sidewalk, indicating that contamination of municipal property was likely. MEC members expressed concern of current exposures during remediation, and potential future exposure through vapor intrusion into any new structures to be built. It was decided to express our concerns to the mayor, council, administrator, engineer and health officer, and request that the Borough receives copies of all reports prepared by the owner for submission to the NJDEP so that the MEC could assess the impact.

 

Role of MEC – The discussion of the Exxon remediation project led into a discussion of the role of the MEC and its ability to impact any of the decisions being made by the Borough. Much of the frustration stemmed from the deer management issue, as well as other issues. It was suggested that a letter be sent by the MEC to the mayor and council to express our concerns and to ensure that the advice offered by the MEC is considered by the appropriate decision makers.

 

Ten Towns Annual Meeting – Scheduled for 6//20 at Mead Hall, Drew.
