MINUTES

Madison Environmental Commission

                     April 26, 2007

  

1.      Open Public Meetings Act Statement.  The meeting opened at 7:40 pm.

 

2.      Roll Call.  Attending were R. Beaman, E. Cicconi, J. Gertler, T. Haralampoudis, R. Redmond, B. Uhlman, and G. Van Orden.  Absent: J. Kennedy, J. R. Greene.

Guest: Mary Anna Holden (Borough Council)

 

3.      Minutes.  The minutes of the March 29, 2007 meeting were accepted as submitted.

 

4.      Correspondence Received and Discussed:

·        NJDEP discharge notification, April 10. UST removal at 20 Woodside. No action required.

·        Ten Towns Committee to Borough, April 18. Request for 2007 contribution. No action required.

·        Morris Land Conservancy. April 2007 Outdoor Issues.

·        Shade Tree Management Board - announcement for May 5 Arbor Day 2007

·        Madison High School – announcement for the April 27 Volunteer Fair. This was postponed and no new date has been set.

 

5.      Old Business

  • Deer Management – Betsy Uhlman and Jim Greene met with Mary Anna Holden on April 9 to discuss. Since Mary Anna Holden was at the meeting, she stated that the deer management report should emphasize what the surrounding towns were doing, what the success in other towns, and how culling should be done. Ms. Holden also asked for car accidents and near misses, but that information has not been available. Betsy said she could prepare a summary of the issues and attach the reports we have already completed. The summary and reports should be to Ms. Holden by May 22 in time for the May 30 council meeting.
  • Planning Board update – Jeff Gertler discussed the tree and fence ordinances, and that the fence ordinance did not address the issue of deer fencing. Jeff also discussed a study that was done at the request of the Downtown Development Committee that presented future plans for development. The MEC members expressed concern that increased development may have an impact of water supply resources and wastewater disposal, and that these issues should be included in future development plans. Jeff also stated that Parisi’s subdivision at Block 4305, Lot 12 (Gibbons Place) was approved.
  • Shade Tree Management Board April 11 Green Forum. Roy Redmond provided an update on the meeting, including committing the MEC to aid in the landscape improvements proposed for the trestle area on Kings Road since that is our adopted park. In addition, John Kennedy was proposed as the MEC liaison for the Livesey property.

 

 

6.      New Business  

·        Wetlands – Ernie Cicconi updated the MEC on the Recreation Committee’s plans to turf fields in the near future. Dodge Field would be done first, followed by the Rosedale soccer field or the MHS pit, whichever came first. It is anticipated that the NJDEP will inspect the Memorial Park wetland delineation soon and provide the Letter of Interpretation within a few months. After the LOI, turfing of Rosedale could proceed. This was followed by a discussion of funds available to perform this work.

  • Open Discussion – The discussion included ideas on Green Building, the energy efficiencies achieved, and how LEED certification could be applied to new structures and rehabilitation of older structures. Other ideas in the discussion included: broader categories for recycling that would result in higher recycling rates; “pay as you go” garbage rates, also believed to increase recycling; and recycling of batteries.

 

The meeting adjourned on motion at 9:20 pm.
