2014 Road Improvement Program

Notice for residents on Academy, Vinton, Wilson and Belmont streets in Madison. Cifelli & Son Construction, the General Contractor retained by the Borough of Madison to complete the resurfacing of nine local roads, intends to begin milling operations this week (two days) and paving operations initiated Friday and completed the following Monday (two days), weather conditions permitting. Work will be phased to minimize access limitations for the public. Property access during milling will not be compromised for more than one hour at individual locations. Access during final paving operations is restricted for half a day in the direct vicinity of work. Your cooperation is requested during the time of construction to remove/relocate the automobiles you intend to use by approximately 7:30 a.m. on final paving days when the contractor is active in your vicinity. This will minimize interruption of construction work and allow the contractor to finish as soon as possible. Temporary Parking on a minor local street within 1000 feet of your home/business may be anticipated with the cooperation of the Police Department. Emergency “NO PARKING” will be enforced by the Police Department during construction if vehicles impede progress. Specific scheduling problems may be directed to the office of the Borough Engineer. Madison Ave (Rte124) Construction

CONSTRUCTION NOTICE on STATE HWY 124 Madison Ave NJDOT will be completing various road improvements along Madison Avenue for the next few weeks, weather conditions permitting. The State has announced a repaving contract for this section of road (August night work lasting up to one week) with limited storm drain, curb and sidewalk improvements (daytime this month). The NJDOT Field Superintendent can be reached at 908-688-3959 during regular business hours for additional information. The Municipal Engineer in Borough Hall can also provide information as it becomes available. Thank you for your cooperation.

2014 Roads Contract Award

The Mayor and Council awarded a construction contract for the 2014 Road Improvement Program via Resolution 97-2014 on March 24, 2014. The general contractor will be Cifelli & Sons Construction, Inc. of Nutley, NJ. Once contracts, bonds and insurances are approved over two weeks there will be a preconstruction meeting for scheduling work crews. It is anticipated work can be initiated by May.

Informal Public Hearing

PLEASE TAKE NOTICE, that all residents of the Borough of Madison are invited to a Special Public Information Meeting called by the Mayor and Council of the Borough of Madison for Thursday, March 20, 2014 at 6:00 p.m. in the Court Room, First Floor, West Wing of the Hartley Dodge Memorial Building, Kings Road, in the Borough of Madison to review certain Capital Projects. FURTHER NOTICE, that a presentation will include recent plans, specifications and estimates in order to illustrate the scope of work and design intent; and interested parties will have an opportunity for comment upon the projects presented. FURTHER NOTICE, that documents pertaining to the above Capital Projects are on file and available for public inspection at the Office of the Borough Engineer, Monday through Friday, between the hours of 8:30 a.m. to 4:30 p.m., second floor, Hartley Dodge Memorial. FURTHER NOTICE, that no official action will be taken at this meeting.

PAVING DELAY - GREEN AVE

Cifelli & Son Construction, the General Contractor retained by the Borough of Madison to complete the resurfacing of Green Avenue, has announced paving operations have been delayed due to weather until the Monday following the holiday weekend. We apologize for the inconvenience of this delay, but the long term quality of the pavement surface course is important. Please keep Green Ave restricted to local traffic and use alternate routes such as Green Village Road where ever possible. Thank you for your cooperation.

Green Ave Milling & Paving

Cifelli & Son Construction, the General Contractor retained by the Borough of Madison to complete the resurfacing of Green Avenue, intends to begin milling operations on Thursday November 21, 2013 (two days) and paving operations the following Monday (two days), weather conditions permitting. Work will be phased to minimize access limitations for the Madison public. It is important to complete paving before the holiday weekend due to the potential for increasingly cold temperatures leading to material supply and acceptance issues. Property access during milling will not be compromised for more than one hour at individual locations. Generally access during final paving operations is restricted for half a day in the direct vicinity of work. Paving at Sports Fields

The Madison Sport Fields Parking Lot will undergo paving work for base asphalt this week, likely Tuesday, October 15, 2013. It is likely the final paving, striping, topsoil and seed will commence the following week. The improvements are permanent and the inconvenience will be temporary. TILCON NY will coordinate with property owners in the immediate vicinity of work to minimize inconvenience. Your cooperation is requested during the time of construction. This will minimize interruption of construction work and allow the contractor to finish as soon as possible. Parking restrictions will be enforced by the Police Department during construction if vehicles impede construction progress. Pedestrians will be encouraged to reroute clear of the construction zone and sections of public property may be closed temporarily to preserve safety for the public. Sports Fields Parking Lot Notice

Sports Fields access improvements by the Borough of Madison at the former Bayley Ellard fields (near Danforth Rd) includes parking lot construction within the next few weeks, weather conditions permitting. The project includes an element of remediation which will result in greater public access to the fields due to an NJDEP soil classification as historic fill. The improvements are permanent and the inconvenience will be temporary. The program has been the subject of public discussion and the construction contract documents are available in the office of the Borough Engineer for review during regular business hours, or on the municipal website, should additional information be desired. The Borough of Madison has awarded a contract to the following General Contractor : TILCON NY The General Contractor will coordinate with residents in the immediate vicinity of work to minimize inconvenience. Your cooperation is requested during the time of construction, anticipated to be two months in duration. This will minimize interruption of construction work and allow the contractor to finish as soon as possible. Parking restrictions will be enforced by the Police Department during construction if vehicles impede construction progress. Green Ave Reconstruction Notice

Green Ave Reconstruction is scheduled to begin by October 1st by General Contractor Cifelli and Son as a result of public bidding this past summer. The Green Ave Improvements (Shunpike to Woodland) include state funding participation. A pavement mill and overlay will be completed with improved drainage, curb, sidewalk, signage and striping for the entire length. The improvements are permanent and the inconvenience will be temporary. The program has been the subject of multiple public hearings and the construction contract documents are available in the office of the Borough Engineer for review during regular business hours, or on the municipal website, should additional information be desired. Affected residents may expect separate contacts from the General Contractor during the course of the project and he will coordinate with residents in the immediate vicinity of work to minimize inconvenience. Your cooperation is requested during the time of construction to relocate the vehicles you intend to use on days in which the contractor is active in your immediate vicinity. This will minimize interruption of construction work, avoid limiting your entry/exit on certain days and allow the contractor to finish as soon as possible. Parking restrictions will be enforced by the Police Department during construction if vehicles impede construction progress. Pedestrians will be encouraged to reroute clear of the construction zone and sections of road may be closed to preserve safety for the public. Overnight parking enforcement may be waived by the Police Department in areas where driveway access is temporarily blocked (we anticipate affected driveway access restored within several days). Specific advance construction or scheduling problems may be directed to the office of the Borough Engineer. The Police Department can be contacted for traffic information and assistance.
