The Downtown Development Commission was initiated by Mayor Elizabeth Baumgartner and the Borough Council in October of 1981, following a study by Projects for Public Space, funded through a Dodge Foundation Grant.

The purposes of the Commission as defined in Borough Ordinance (15-1.1) include:

  • To study the future of the downtown district in regard to its economic growth and development.

  • To develop plans for the redevelopment of the downtown district.

  • To advise the downtown community on improvements requiring private sector action.

  • To advise the Mayor and Council on improvements requiring local government action.

  • To coordinate redevelopment activities in the downtown district and foster a closer working relationship between all segments of the Madison community.

  • To analyze and plan for the impact on the downtown district of development in other areas of the Borough.

The Commission, with the help of merchants, residents, and the non-profit community, underwrites and sponsors four major events each year. 

  Have-A-Heart Sweater Drive – University Relations Committee

  May Day – A town wide beautification, Public Improvement Committee

               Madison’s Farmers’ Market Committee – Fresh produce  weekly July -October

              Bottle Hill Day – A Cultural Heritage Celebration - 1st Saturday of October

In  addition, the group works closely with the Chamber of Commerce, Historic Preservation Commission  and other groups to enhance the beauty and ambiance of Madison’s shopping areas.

 The DDC maintains current membership with in Downtown New Jersey and the International Council of Shopping Centers, and has an educational affiliation with Main Street New Jersey a division, of the NJ Department of Community Affairs.

Membership: Five Public Officials: Mayor, Council Member, President of the Board of Education or his designee, Planning Board Member, Former Elected Public Official; One Chamber Rep. Regular; Three Owner-Merchants or their designee; Two Tenant Merchants; Two Resident-non-commuters (Regular); One Resident-Commuter (Regular); One news media rep.; One College Rep-Regular; One Banking Industry Rep.-Regular; One Giralda Estates Rep.-Regular; One Senior Citizens Advisory Committee Member-Regular; One local not-for-profit organization rep.; Three at large alternates

Term of Office: 3 years, maximum of two consecutive terms, Mayor appoints, Council confirms
