NOTICE TO BIDDERS
BOROUGH OF MADISON, MORRIS COUNTY, NEW JERSEY
YARD WASTE COLLECTION AND DISPOSAL

NOTICE IS HEREBY GIVEN that sealed bids will be received by the Borough of Madison, County of Morris, State of New Jersey, in the Planning Board Room, 2nd Floor, Hartley Dodge Memorial, Kings Road, Madison, New Jersey on WEDNESDAY, OCTOBER 16, 2002 AT 10:00 AM prevailing time, and at that time will be publicly opened and read for the YARD WASTE COLLECTION AND DISPOSAL. Bid prices shall remain firm for a period of sixty (60) days.

In addition to the proposal, each bidder will be required to submit a statement of his/her qualifications, experience, financial ability, equipment and a Non-Collusion Affidavit. Failure to submit same with the proposal may result in rejection of the bid. All bids must be submitted on the Proposal Forms furnished by the Borough. Bids on any other forms will not be accepted. Bid documents and specifications are available at the Borough Clerk’s Office, Hartley Dodge Memorial, Madison, NJ from 8:00 AM – 4:30 PM, Monday through Friday.

Bids must be delivered by hand or by mail to the Borough Clerk no later than 10:00 AM on October 16, 2002. All bid proposals will be date and time stamped upon receipt. The bidder is solely responsible for the timely delivery of the bid proposal and no bids shall be considered which are presented after the public call for receiving bids. Any Bid Proposal received after the date and time specified will be returned, unopened, to the bidder.

Bids shall be addressed to the Borough Clerk, Borough of Madison in the Hartley Dodge Memorial Building on Kings Road, Madison, New Jersey, 07940. Each Proposal must be enclosed in a SEALED ENVELOPE, properly endorsed with the name of the Bidder, with the designation "BOROUGH OF MADISON, SEALED BID, YARD WASTE COLLECTION AND DISPOSAL, OCTOBER 16, 2002 ". Any envelope that is received that is not properly marked causing it to be opened prior to the bid will be invalidated. Bids may be received before the hour designated in this office, if they are mailed or hand delivered in person. The Borough of Madison will not be responsible for any bid that is sent by mail or other form of carrier which is lost or which arrives after the bid date and time, OCTOBER 16, 2002 at 10:00 a.m.

The Sealed Proposals must be accompanied by: (1) a duly executed Bid Proposal Guaranty in the form set forth in the Bid Package; (2) a certified check, cashier's check or bid bond payable to the Borough of Madison in an amount equal to ten percent (10%) of the bid (based upon the highest total bid, if alternative bids are involved), but not to exceed $20,000; (3) a duly executed Consent of Surety and Power of Attorney on the standard New Jersey Statutory Bond Forms, as set forth in the Bid Specifications, issued by a surety company licensed to do business in the State of New Jersey and listed in the most recent Federal Register (Circular 570); (4) a copy of the bidder’s current license to collect solid waste in New Jersey, issued in conformance with N.J.S.A. 13:1E-126; (5) Questionnaire setting forth experience and qualifications; (6) Non-Collusion Affidavit; and (7) Stockholder Disclosure.

YARD WASTE COLLECTION AND DISPOSAL BASE BID

Collection and disposal of yard waste once a week in three districts for 2, 3 or 4 years; disposal fees to be paid by Contractor. All costs for collection, transportation and disposal to be included in bid price.

The Borough of Madison reserves the right to reject any or all bids and to waive any informalities therein and to accept any bid that will be in the best interest of the Borough of Madison, New Jersey according to N.J.S.A. 40A:11-1. The Borough of Madison reserves the right to make separate purchase awards for various sizes and kinds of materials or equipment required, based on the low unit bids submitted on such items.

Bidders are required to comply with the requirements of P.L. 1975, C. 127 (N.J.A.C. 17:27).

The Borough of Madison reserves the right to delete sections of work from the contract after the award of the bid has been made due to funding or other reasons. The prices bid for various items of work shall not be adjusted due to the deletion of any work due to the variation of any quantity for the various items scheduled in the Proposals.
