SEALED BIDDER PREQUALIFICATION STATEMENTS will be received by the Borough of Madison, County of Morris, State of New Jersey, in the Planning Board Room, 2nd Floor, Hartley Dodge Memorial, Kings Road, Madison, New Jersey, on Thursday, February 8, 2007 at 10:00 AM, prevailing time, and at that time will be publicly opened and read for the ALTERATIONS TO THE HARTLEY DODGE MEMORIAL.

Submissions shall be addressed to the Borough Clerk, Borough of Madison in the Hartley Dodge Memorial Building on Kings Road, Madison, New Jersey 07940. Each Submission must be enclosed in a SEALED ENVELOPE, properly endorsed with the name of the Bidder, with the designation "BOROUGH OF MADISON, SEALED BIDDER PRE-QUALIFICATION SUBMISSION, ALTERATIONS TO THE HARTLEY DODGE MEMORIAL, Thursday, February 8, 2007 at 10:00 AM". Any envelope that is received that is not properly marked causing it to be opened prior to the bid will be invalidated.

Proposals must be hand delivered at the time and place designated above. Submissions that are mailed, sent using a carrier or dropped off prior to the bid opening will NOT be accepted.

The Borough of Madison is soliciting Bidder Pre-Qualification Statements from contractors able to demonstrate previous experience with similar projects.

Similar Projects shall be defined as projects that:

All submissions must be submitted on the Bidder Pre-Qualification Statement Forms furnished by the Borough. Supplemental project experience information and project experience photos may be submitted as additional materials. Bidder Pre-Qualification packages are available from January 2, 2007 through January 24, 2007 at the offices of Holt ∙ Morgan ∙ Russell Architects located at 350 Alexander Street, Princeton Township, NJ from 8:30 AM to 5:00 PM, Monday Friday.  HMR phone number is 609-924-1358. An optional pre-proposal meeting shall be held in the Planning Board Room, 2nd Floor, Hartley Dodge Memorial, Kings Road, Madison, New Jersey, on January 24, 2007 at 10:00AM. Attendance by potential bidders is strongly recommended. Bidder Pre-Qualification packages shall also be available for distribution at the pre-submission conference.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.

The Borough of Madison reserves the right to reject any or all submissions and to waive any informalities therein and to accept any submission that will be in the best interest of the Borough of Madison according to N.J.S.A. 40A:11-1.

Attention is called to the fact that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, creed, color, sex or national origin and to the greatest extent possible, opportunities for training and employment shall be given to lower-income residents of the project area and that, when possible, contracts shall be awarded to business concerns owned by area residents. Bids for proposals in excess of $l00,000 must be accompanied by a written Affirmative Action Plan.
