NOTICE TO BIDDERS
BOROUGH OF MADISON, MORRIS COUNTY, NEW JERSEY

2006 GARFIELD AVE RECONSTRUCTION

SEALED BIDS will be received by the Borough of Madison, County of Morris, State of New Jersey, in the Planning Board Room, 2nd Floor, Hartley Dodge Memorial, Kings Road, Madison, New Jersey, on THURSDAY, FEBRUARY 23, 2006 AT 10:00 AM, prevailing time, and at that time will be publicly opened and read for the 2006 GARFIELD AVE RECONSTRUCTION PROJECT.  Bid prices shall remain firm for a period of sixty (60) days.

Bids shall be addressed to the Borough Clerk, Borough of Madison in the Hartley Dodge Memorial Building on Kings Road, Madison, New Jersey 07940.  Each Proposal must be enclosed in a SEALED ENVELOPE, properly endorsed with the name of the Bidder, with the designation "BOROUGH OF MADISON, SEALED BID, 2006 GARFIELD AVE RECONSTRUCTION PROJECT, FEBRUARY 23, 2006, 10:00 AM".  Any envelope that is received that is not properly marked causing it to be opened prior to the bid will be invalidated. Proposals must be hand delivered at the time and place designated above.  Proposals that are mailed, sent using a carrier or dropped off prior to the bid opening will NOT be accepted.

The project includes, generally, but is not limited to:

1.        Bituminous Concrete Surface, Phase 1 - 1165 Tons, Phase 2 – 1312 Tons.

2.        Bituminous Concrete Base, Phase 1 - 863 Tons, Phase 2 – 786 Tons.

3.        Milling Variable Depth, Phase 1 - 2910 Sq. Yds., Phase 2 – 3590 Sq. Yds.

4.        Granite Block Curb, Phase 1 - 4445 Lineal Feet, Phase 2 – 4320 L.F.

5.        Reinforced Concrete Pipe 15 Inch, Phase 1 - 1240 Lineal Feet, Phase 2 – 1000 L.F.

6.        Storm Inlets/Manholes, Phase 1 - 14 Units, Phase 2 – 16 Units.

7.        Stormceptor Water Quality, Phase 1 - 1 Units, Phase 2 – 2 Units.

8.        Traffic Striping, Phase 1 - 450 Lineal Feet, Phase 2 – 435 L.F.

9.        Landscape Restoration, Phase 1 – 2100 Square Yards, Phase 2 – 2185 Sq. Yds.

10.      Police Traffic Control, Phase 1 - 120 Man hours, Phase 2 – 120 Man hrs.

In addition to the proposal, each bidder may be required to submit a statement of his or her qualifications, experience, financial ability, equipment and a non-collusion affidavit.  Failure to submit same with the proposal may result in rejection of the bid.  All bids must be submitted on the Proposal Forms furnished by the Borough.  Bids on any other forms will not be accepted.   Bid documents and specifications are available at the Borough Clerk’s office in the Hartley Dodge Memorial, Madison, NJ from 8 AM to 4:30 PM, Monday – Friday.

Sealed Proposals must be accompanied by:  (1) a duly executed Bid Proposal Guarantee in the form set forth in the Bid Package;  (2) a certified check, cashier's check or bid bond, payable to the Borough of Madison, in an amount equal to 10% of the bid (based upon the highest total bid, if alternative bids are involved), but not to exceed $20,000, and (3) a duly executed Certificate of Surety and Power of Attorney on the standard New Jersey Statutory bond form, as set forth in the Bid Specifications, issued by a surety company licensed to do business in the State of New Jersey.

The Borough of Madison reserves the right to reject any or all bids and to waive any informalities therein and to accept any bid that will be in the best interest of the Borough of Madison according to N.J.S.A. 40A:11-1. 

The Borough of Madison reserves the right to delete sections of work from the contract after the award of the bid has been made due to funding or other reasons.  The prices bid for various items of work shall not be adjusted due to the deletion of any work due to the variation of any quantity for the various items scheduled in the Proposals.  The Borough of Madison reserves the right to make separate purchase awards for various sizes and kinds of materials or equipment required, based on the low unit bids submitted on such items.

Proposals for this contract will be accepted only from bidders who have been properly qualified in accordance with the requirements of the Specifications.

Bidders are required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964.  Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.

The contractor must ensure that employees and applicants for employment are not discriminated against because of their race, creed, color, sex or national origin and to the greatest extent possible, opportunities for training and employment shall be given to lower-income residents of the project area and that, when possible, contracts shall be awarded to business concerns owned by area residents. Bids for proposals in excess of $l00,000 must be accompanied by a written Affirmative Action Plan.
