NOTICE TO BIDDERS
BOROUGH OF MADISON, MORRIS COUNTY, NEW JERSEY

for
2002 ROAD IMPROVEMENTS

SEALED PROPOSALS will be received by the Borough of Madison, County of Morris, State of New Jersey, in the Board Room, 2nd Floor, Hartley Dodge Memorial, Kings Road, Madison, New Jersey, on Monday, May 20, 2002, at 10:00 AM prevailing time, and at that time publicly opened and read for 2002 ROAD IMPROVEMENTS. Bid prices shall remain firm for a period of sixty (60) days.

Bids shall be addressed to the Borough Clerk, Borough of Madison, Hartley Dodge Memorial Building, on Kings Road, Madison, New Jersey, 07940. Each Proposal must be enclosed in a SEALED ENVELOPE, properly endorsed with the name of the Bidder, with the designation – "BOROUGH OF MADISON, SEALED BID, 2002 ROAD IMPROVEMENTS, Bid Opening MAY 20, 2002, 10:00 AM". Any envelope that is received that is not properly marked causing it to be opened prior to the bid will be invalidated. Bids may be received before the hour designated in this office, if they are mailed or hand delivered in person. The Borough of Madison will not be responsible for any bid that is sent by mail or other form of carrier which is lost or which arrives after the advertised bid date and time.

The project includes, generally, but is not limited to:

2,310 Tons Bituminous Concrete Surface Course
15,150 SY Milling, 2" Thick
8,800 LF Granite Block Curb
2,320 SY Concrete Sidewalk
1,060 LF 8" D.I.P. Water Main

Sealed Proposals must be accompanied by: (1) a duly executed Bid Proposal Guarantee in the form set forth in the Bid Package; (2) a certified check, cashier's check or bid bond payable to the Borough of Madison in an amount equal to 10% of the bid (based upon the highest total bid, if alternative bids are involved), but not to exceed $20,000, and (3) a duly executed Certificate of Surety and Power of Attorney on the standard New Jersey Statutory bond form, as set forth in the Bid Specifications, issued by a surety company licensed to do business in the State of New Jersey and listed in the most recent Federal Register (Circular 570).

In addition to the Proposal, each bidder will be required to submit a statement of his qualifications, experience, financial ability, equipment and a non-collusion affidavit. Failure to submit same with the proposal may result in rejection of the bid. All bids must be submitted on the Proposal Form furnished by the Borough. Bids on any other forms will not be accepted. Bid documents and specifications are available at the Borough Clerk’s office in the Hartley Dodge Memorial, Madison, NJ, from 8 AM to 4:30 PM, Monday – Friday.

The Borough of Madison reserves the right to reject any or all Bids, and to waive any informalities therein, and to accept any bid that will be in the best interest of the Borough of Madison.

Proposals for this contract will be accepted only from bidders who have been properly qualified in accordance with the requirements of the Specifications.

The Borough of Madison reserves the right to delete sections of work from the contract after the award of the bid has been made due to funding or other reasons. The prices bid for various items of work shall not be adjusted due to the deletion of any work due to the variation of any quantity for the various items scheduled in the Proposals.

Bidders are required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964, and the Affirmative Action requirements of P.L. 1975, C. 127.
